District English Learner Advisory Committee

The District English Learner Advisory Committee (DELAC) has the responsibility to advise the school district on how to improve programs and services for English Language Learners as well as ensuring that the district comply with federal and state requirements. DELAC representatives are selected by the school’s ELAC to represent them and their suggestions on improving programs and services at the district level.

(October 16, 2007)

I. Call the Meeting to Order:

The meeting was called to order at 12:05 p.m., 16 October 2007 by Steve Bogan, District Superintendent. A quorum of the members was present. Mr. Steve Bogan welcomed all DELAC representatives as well as Mr. Bernie Salgado, PV School, At-Risk Specialist, Mr. Xavier Pina, Vice-Principal, AE/Comp Ed, Mr. Lance Clement, Principal at PV and Mr. Randy Howard, Principal at AE.

II. Changes and/or Additions to the Meeting Agenda:

The following changes/additions were made to the agenda: No changes were made.

III. Secretary's Report: This is a new committee-no previous minutes.

IV. Committee Reports:

No committee reports were made at this meeting.

Mr. Steve Bogan informed the members of DELAC about the purpose of the committee. He talked about the duties and responsibilities of the DELAC. A discussion of officers for the DELAC followed. Thereafter, the following individuals were nominated and elected for the following officers positions.

V. Public Comments:

The following public comments were presented to the DELAC: No member of the public addressed the committee.

VI. Unfinished Business:

This is the first meeting. There was no unfinished business.

VII. New Business:

  1. A brief discussion of the October 3rd, ELAC/DELAC/Site Council Training at Visalia was held. All members present had attended the training. Some members indicated that the training was hard to follow because of English and Spanish being used in the presentation. But, all agreed that the material was excellent and that further training would be very useful.
  2. Mr. Bogan presented and reviewed the following list of topics that will be covered by the DELAC during the school year 07-08.
  3. · Discuss Reclassification of English Learner Program. · Discuss development of District Master Plan for educational programs and services. · Discuss needs assessment for the district. · Work on District program goals and objectives for programs and services for English Learners. · Develop a plan to ensure compliance with applicable teacher and instructional aide requirements. · Discuss the administration of the annual language census. · Review and comment on the district's reclassification procedures. · Review and comment on the written notification required to be sent to parents and guardians.
  4. 3. Mr. Bogan indicated that the DELAC would report to the AUESD board of trustees on its recommendations.
  5. 4. A review/discussion of the reclassification process of English Learners was held. Each member was given a copy of the reclassification form and Mr. Bernie Salgado reviewed each requirement with the committee. Afterwards, questions by members of DELAC were answered. (i.e., what is SALOM? When does the reclassification occur?, etc.)
  6. 5. Copies of the District EL Master Plan were distributed to members of DELAC. The district's Mission Statement and Goals were discussed. Also discussed were who were responsible for various components of the Master Plan and how students were placed in Structured English Immersion or English Mainstream Classes. A discussion followed that described the differences between SEI and English Mainstream Classes. In addition, Mr. Bogan pointed out that an Alternative Class could be created if sufficient parents opted for it. This class would teach English and Spanish to students. This would require 20 or more students per grade level. Mr. Bogan expressed his interest in having the committee review the Master Plan and have comments ready for its next meeting.

  7. VIII. Evaluation:

    Mr. Bogan asked the members of DELAC about the meeting. He indicated to the members that they should not be shy about asking questions. He wanted them to feel confident in sharing their thoughts and ideas. Several members thanked Mr. Bogan for the pizza and soda. Mrs. Cabrera said that she looked forward to working on the EL programs. Also, Mr. Bogan indicated that he was pleased with the representatives of the schools.

    IX. Adjournment:

    The meeting was adjourned at 1:05 p.m., with a reminder that our next DELAC meeting would be on January 15, 2008.
